What exactly is an 'IB Candidate School'?

Reading through some school profiles and seeing 'Candidate School' everywhere. Does this mean they aren't fully IB yet? Should I be worried about admitting my kid into a school that is still in the candidate phase, or is it just a formality?

The admission process at the school is a bit long, so start early. But the school itself is solid.
